The Honorable Igor Ivanov, Former Foreign Minister - Russian Federation, and Honorable Dominique De Villepin, Former Prime Minister of France were present at the Burj Al Arab Hotel in Dubai, UAE as chief guest of the 13th Middle East eGovernment and eServices Excellence Awards ceremony. Organized by the Middle East Excellence Awards Institute, the awards recognized government and business organizations for their creativity and excellence in the application of information and communication technologies and solutions to provide efficient and high-quality services to their customers.
Before the ceremony, Ali Al Kamali, Chairman – Middle East Excellence Awards Institute, expressed his delight at the presence of Russia’s former Foreign Minister and discussed the current significance of the awards in the GCC: “Today, the region’s governments are steadily working toward their strategic development goals, and in which ICT, e-government and e-services have a significant role to play, because it is impossible to achieve a truly modern and prosperous society and economy based on antiquated, inefficient and outdated systems of conducting business and offering services. These awards encourage regional business and government organizations to continue to strive for excellence in all of their business and customer transactions, by implementation of innovative and improved ICT based services.”

2008 ICT Personality – Dr. Abdullah Bin Mohammed Al Shahri, The General Intelligence Presidency of the K.S.A
This award honors the accomplishments of a leading ICT personality who has actively and consistently demonstrated initiative, creativity, support, commitment, and leadership in ICT and who has efficiently used ICT to achieve optimum results.
eService Provider Organization of the Year – Department Planning & Economy - Abu Dhabi- UAE
This award highlights and encourages the contributions of organizations that have used the latest information technology to provide innovative e-services. It recognizes smart government and business e-services that are well received by citizens and businesses and cost-efficient for both the customer and the organization, reducing service time, unwanted processes, and other redundancies.
ICT Solution Provider of the Year – Oracle
This award recognizes an ICT company that has successfully supported regional e-government, e-business, and ICT initiatives with its products, solutions, and/or consultancy services.
Information and Knowledge Portal of the Year – Dubai Police
This award recognizes a knowledge and information portal providing up-to-date information in a productive manner that supports the all-round knowledge building efforts in the region. The portal can represent an organization or any particular industry or group and serve its purposes through exemplary use of graphic and interactive design services.
A special appreciation award was given to Al Riyadh Newspaper and to Crystal Arc.
The Honorable Igor Ivanov, Former Foreign Minister - Russian Federation was awarded the 2008 Global Visionary Award. This award is for the recognition of his global leadership, vision, and contributions towards building a better world for all mankind.
