
14th GCC eGovernment and eServices forum Continues for the 2nd Day

Datamatix and the eGovernment Institute continued on into the 2nd day of the 14th GCC eGovernment & eServices Forum at the Al Bustan Rotana Hotel.
Mr. Ali Al-Kamali, Managing Director of Datamatix Group welcomed his honored guests and participants.
The conference started with a keynote speech from Mr. Ziad Elkhalid, Business Development Manager for Public Sector, Middle East and Africa Oracle. In his presentation entitled “Customer Value through Efficient Government”, he discussed how today’s government organizations are under a lot of pressure to meet increasing expectations from all sides, which requires them to undergo changes in the way operate and offer services, said “Change is a process which attempts to reduce the dissatisfaction with the perceived gap between the present situation and the future desired one.” He also mentioned how solutions, such as the ones offered by Oracle, can help such organizations to: enable centralized and front-end citizen focused services; provide a comprehensive view of citizens across departments and agencies; reduce cost of service delivery; and enable performance-driven government.
Panel discussions on “e-service delivery and efficiency” and “e-service architectures, standards and strategies”, The discussions were moderated by Mr. Joe Clabby, Int'l. Advisor – Datamatix and VP Clabby Analytics, USA and several of the forum’s speakers took part as panelists.
Following the panel discussion, Mr. Joe Dignan, Worldwide e-Government Lead, Worldwide Public Sector for Microsoft, talked about “Creating a Solutions Ecosystem for e-Government”. He discussed The Citizen Service Platform (CSP), an Applications Framework that helps public sector customers address key business challenges by accelerating their transformational government projects to deliver services to citizens more quickly and cost-effectively while leveraging previous investments.
Mr. Shaik Umar Abdul Salam, Centre Director (Middle East) International Operations, Infocomm Development Authority of Singapore (IDA), discussed Singapore’s experience with e-government in a case study on “e-Enabling Government through Strategic Public-Private Partnership (PPP) for Successful Service Delivery”. Singapore has been investing in IT/infocomm for the last 27 years. According to Salam, Singapore has gone through six national strategic ICT plans, and the current iGov2010 masterplan aims to please customers and connect citizens by leveraging on infocomm to transform backend processing in order to achieve front-end efficiency and effectiveness. To achieve these goals, the Singapore Government employs the Private-Public Partnership (or PPP) model where it brings together expertise and resources to provide the services at the best value. He also mentioned how Singapore infocomm companies, such as event co-sponsor, CrimsonLogic, and several others have acquired much knowledge and expertise as well over the last three decades of partnering the Singapore Government in its e-Government journey, and have since gone on to deploy their enhanced ICT capabilities in countries in the Middle East.
CrimsonLogic has in fact partnered with the UAE to develop and operate a revolutionary eJustice programme, which enhances the Judiciary’s transparency and efficiency and creates greater access to justice for the people and businesses in the UAE.

With a wealth of experience implementing innovative e-Government solutions, Singapore is well-placed to share its experience and insights with governments in the Middle East.”, he concluded.
The day’s final presentation, an Asian e-Government Case Study on “Present and Future of e-Government of Korea” was delivered by Mr. Jeongwon Yoon, Director of the National Information Society Agency (NIA) of Korea, and covered Korea's present and future of e-Government. It briefly described Korea's Journey to e-government from the 80's to present, and how Korea's strategic priorities regarding e-Government made a huge impact on the nation’s public services and competitiveness. He stated that Korea's astonishing achievement on broadband and e-government shows that the next wave will be much bigger and pointed out that Korea has been recognized as one of the best in network connection and on-line public services. “Considering the fact that 30~40% of GDP is stemming from the ICT sector in Korea, Korea's strategic priority is evidently improving national competitiveness as well”, he said.
Speaking from his own experiences and from analysis of Korea's successful e-government strategy and implementation, Dr. Yoon described several success factors including 31 roadmap projects of Korea. He also gave an in-depth look at key achievements by sectors and best practices as well. He concluded by stating that “Korea's seamless service will be another leap-frog for better service for the public in near future.”
